Internal heat pump in the basement not possible due to groundwater?

Now I could no longer edit the old post, so here are my questions:

What exactly does the soil report say about the issue of unexploded ordnance? Something must have made the general contractor suspicious. Building on green, previously untouched meadow? Are there aerial photos at the municipality that could be reviewed? In which federal state is the construction supposed to take place?

"Before executing the civil engineering work, an unexploded ordnance survey of the property must be carried out by a certified unexploded ordnance search service due to possible undiscovered ordnance from World War II."

Statement from the municipality: "There is neither an abstract nor a concrete hazard regarding unexploded ordnance known for the building plot."
The plot is an untouched meadow that was formerly used for agriculture and is located in Bavaria

I will call the manufacturer tomorrow and inquire.

Regarding the groundwater level: a test pit has already been excavated, where there is no drop of water up to 3 m. Water was found in the borehole at -3.62 m. Nothing is mentioned about a risk surcharge.

The report also states the following: "Terrain cuttings at the building, light shafts, light wells or exposed basement exterior stairs are to be permanently drained in a backflow-safe manner as planned. Alternatively, the penetration of rainwater and surface water can be excluded by covers or canopies."

The British took many aerial photographs before and after the bombings, which they now make available. Unfortunately, they are not directly accessible to the public. Evaluations would only have been possible here, for example, with a lot of (months) lead time; I believe the explosive ordnance clearance service requires even longer lead times. A friend of mine had a located bomb removed (rented house, bomb deep and at the back of the garden), and I seem to recall a waiting time of over half a year.
I would try to "reconsider" your building permit with the statement (in writing?) from the municipality.

So on the topic of explosive ordnance: Call the soil expert to find out if there is a concrete suspicion regarding the property. Otherwise, I could write that everywhere. And the effort versus benefit factor is usually very poor even in the case of a suspected area... In Hesse, you can submit a request to the RP (KMRD), which then gives you a fairly inexpensive report on whether there is even a suspicion. Unfortunately, I cannot say how it is in Bavaria.

Regarding groundwater: Quote the passage about groundwater in the soil report. Assuming a fluctuation range of 2 m at a groundwater level of -3.6 m below ground surface is quite ambitious. Generally, plus or minus 1 m is assumed. Sealing the cellar against pressing water is basically clear.

The outdoor heat pump is much more efficient because of the monovalent operation and the natural refrigerant, isn't it? Why then insist on an indoor one and moreover with air ducts placed so close together, which already negatively affect each other?
