My approach would be as follows: Arrange an appointment with the current tenants and the owner, clearly communicate your ideas and wishes (working on cars, which adjacent rooms should be used and how, if applicable). Then you get an idea of how the "other side" thinks. Also feel free to ask the current owner if there is a special reason for selling the house (if you don't already know it). If all parameters are right and after a conversation you still have a good feeling, then go ahead and make an offer on the property of your desire. I personally always appreciate clear, open, and honest conversations beforehand, because then both parties get to know each other and, in my opinion, this prevents uncertainties that could possibly lead to dissatisfaction.
