One. Small electric car (20 km/day), large heat pump (5000 kWh/year). All together a little over 10,000 kWh per year. Many people use less, of course, but they often also have a smaller roof. It simply doesn't pay off if someone is already climbing, someone else is doing the electrical work, the inverter and smart meter are purchased anyway, to leave out the last few modules until the "roof is full." You also want to charge your car in winter and, above all, heat your house.

By the way, I have almost 500 kWh per month of self-consumption throughout most of the year. Try that with a 5 kWp system in winter.

Edit: Small addition. I also have a double garage with a gable roof; that adds another 15 kWp. And THAT is really just for peace of mind and the kids. So yes, there are sweet spots somewhere. But for practically no one are they reached before the "roof is full."

How and why is that? I must have missed the video.

But there are supposed to be new funding programs at Easter and it remains to be seen whether photovoltaic and storage will at least be explicitly included in the funding for house construction.

In the Photovoltaic Magazine there is an article "Renewable Energy Act Easter Package Brings No Improvement for Normal Photovoltaic Roof Systems" from March 29th dealing with this. According to the article, a complete draft is already available and nothing changes. Except for the already known slower reduction of the feed-in tariff.
