Thank you very much for your answers. I will ask the building authority again. Could you perhaps also answer the following question?

We have a plot width of 16.50 m (adjacent plots) and the building width is 9.50 m. The building is supposed to have a height of 9.75 m! The clearance area calculation has shown that we must maintain at least 3.90 m (9.75 m x 0.40) to the neighboring plot. With a plot width of 16.50 m, this minimum distance cannot be maintained. Therefore, on one side of the building, we could not keep the minimum distance! With the help of a recess on the affected side, the undershoot (minimum distance) should be possible! How big would the recess need to be?

I don't see that the final word has been spoken on this yet - especially regarding how far this concerns the wall heights of relevant sides.

You primarily need to be able to communicate your wishes, but not worry your head over the interpretation of the zoning plan by a graduate. You wouldn't be the first whose ultimately beautiful house has a completely different shape than initially feared necessary.

If the previous calculation of setback areas is correct, you need 9.50m + 3.90m + 3.90m = 17.30m, but you only have 16.50m, so 80cm too little, which the high floor must then set back.
