It depends on how you look at it. 900 sqm at €80 equals €72,000. For a garden, that's not exactly cheap, but many people pay significantly more for their 3m setback strip. If I could afford it, I would take it. In the actual building plot, there probably wouldn't be much garden left; otherwise, there wouldn't be any problems with floor area ratio.
It is supposed to become that someday. First, you need to know what land for building costs there in order to classify the 80. And always remember: having is better than needing. And to whoever has, more will be given.
