That is a pretty simple question: Yes Building law considers each property individually. It doesn’t matter at all who owns them. Now for the restriction/possible solutions (with all advantages and disadvantages): Baulast

That means I could essentially register the easement on the other property: Six meters (in case of construction up to the boundary) distance to the neighboring building?

What does something like this usually cost?

You devalue the property by doing so. It may no longer be possible to develop the property properly. One does not do such a thing without a plausible reason.

The property measures 19m x 31m (width x length). If I mentally subtract 6m setback on one side and 3m setback on the other side, the potential house can still have a width of 10 meters. That should be enough for a standard 130-160 sqm house, right?
