How is a roof surface adjacent to a traffic area defined?

I know that for legally secure information I have to consult the building authority. In advance, I will still try here: The development plan mentions (in connection with the installation of roof windows) roof surfaces that BORDER public traffic areas. How can this be interpreted? In the stricter sense, does this mean that the property ends at the eaves height? Or does a roof surface facing one of the traffic areas already count, even if there is a 1m distance between the house and the public traffic area? Specifically, it concerns a standard gable roof.

Specifically: "Double casement windows are not permitted on roof surfaces adjacent to public traffic areas and on the second roof level of mansard roofs."

I would interpret that to mean that a garage on the boundary should not have roof windows. Residential buildings usually do not border public traffic areas (except sometimes in the city, directly adjacent to the sidewalk).

It is about a village center in BB, where it is not uncommon for (existing) residential buildings to have been built directly adjacent to the sidewalk. I will inquire about details again, but I also assume that otherwise the phrase "der öffentlichen Verkehrsfläche zugewandt" would have been used.

I suppose this is the hint that is missing above. Because normally you have some distance to the traffic area, so it is a bit confusing. For houses that are built right up to the boundary of the traffic area, which also includes the sidewalk, there must be no double casement windows on the roof area that also has the eaves on this side. In my opinion, one meter distance here is not boundary-built. But it can be different, because if I build a carport sideways towards the next neighbor with one meter to the boundary, it is still a boundary building (as I understand it). Please tell me how it is when you have contacted your building authority.
