Without checking now: but I strongly believe that a bargain house is being offered here and seen as a steal. You are blinded! How expensive is a new building, even if it is just a terraced house?

For a new build, you need a plot of land. The prices for that are currently exploding here in the Berlin area and surroundings. But even if you were to pay the prices, there is nothing available. Mid-terraced houses in the Hufeisensiedlung in Berlin (very narrow houses on hand-towel-sized plots) are being sold for over €600,000. Here in our village with little infrastructure, a house in need of renovation with well under 100 sqm of living space and just over 300 sqm of land was sold last year for €270,000. And buyers can be found. It’s madness.

Yes, it is like that everywhere. If you are prepared for a hobby house, or include the renovation costs, then everything is fine.
Unfortunately, the OP did not address this.

Here, I even read the opposite.

With heating, insulation, and electrical systems, three major items are due in the foreseeable future. And depending on how the building was constructed, nasty things like water pipes and sewage pipes may also be reaching the end of their service life. In the 50s/60s, for example, iron pipes were often used.

Well, at least this house is a semi-detached house and has a garage and a plot where you might have some privacy.
