On the one hand, I assume that these are concrete ceilings/floors. You cannot add a stairwell afterwards there. If it is wood, then it is more likely. However, you would probably have to consider the matter structurally.
However:
these will be basement rooms, not living rooms with the appropriate room height, nor a second escape route, nor adequate lighting (well-maintained basement rooms are not equivalent to living rooms) Enter living room on Wiki, and you will see roughly what it comes down to. So you can’t just convert a basement room into a bedroom that easily.
Edit: But maybe your basement meets all the requirements? I overlooked the word Souterrain.
Oh, too bad, they are indeed concrete ceilings/floors. There is really no possibility, right? Not even that you put a stairway from outside? I’m trying to get the best out of the property to be able to live in it myself. Unfortunately, 78 sqm is too little for me.
The basement actually meets the requirements for that, so that shouldn’t be the problem.
