Wow. That's interesting!
I just took a look at the Heilerbachtal area, also via Google Maps… you have to say: it apparently goes well for a long time and is tolerated - until someone overdoes it and paves half of their property.
I also wouldn't want to be in the shoes of the residents in Emkum.
But it's as you say: it's illegal, and as long as something is tolerated or not criticized, it doesn't mean it's legal.

Exactly, that is the problem.


Fundamentally similar, but I think completely different cases in terms of the framework conditions.

The prices paid for the plots are not exactly a bargain either, though. Overall, of course, I also doubt the project. But if we do it, then really only if all parameters and possibilities are thoroughly examined.

Without a changed development plan, the risk would be way too high for me as well. How many chances there are to achieve a change there? No clue.

Just submit a building inquiry as a primary residence with the neighborhood as the reason. Let's see what happens.

What, twenty clueless people? - you should talk to them. What about the acquaintances who offered you the plot: why did they do that, and what did they intend to do with it before?
By the way, studying the justification for the development plan could bring enlightenment as to why one side of the street has holiday homes and the opposite side permanent residences.

You should explain this motivating situation in more detail so that better ways can be shown to you. Considering plots with a catch or a downside means that the need and/or desperation must already be quite great.
By the way, the time is not bad at all; the misfortune is with those who wait too long. My motto "build now" is not without reason. After bark beetle, corona, and Putin, new adversities will occur for the construction boom to make owning a home "not cheaper." Start a thread with the completed questionnaire – then light will appear at the end of the tunnel ;-)

That will definitely be rejected. They are quick with that.


They inherited it years ago and just want to get rid of the properties.


That would need to be investigated. None of the documents I have include a justification.


We want to move closer for my wife's sake to my care-dependent parents-in-law. They live on the other side of the street, and thus in the outer area. So basically around the corner, but not in the designated residential development because they had a farm decades ago. They also still have one hectare of farmland at the house. We have already tried to generate a building plot there. But as I said, it’s outer area and a landscape protection area.

If we want to move closer, we can only buy or build a weekend house. Building plots are only available at great distances and exorbitant prices. Unfortunately, still the case.
