Show some photos of the panel and the supply line. If it is actually older, then maybe you could talk to the operator after all. It is also in your interest that it is installed safely. It is paradoxical that you can theoretically load your house connection across the border, and if the thing just glows away, the supplier is obliged to replace it at their own expense. So it is also in the supplier's interest... A concession from the supplier would also be conceivable in terms of costs. At least that is how it is with us.

Here is a photo attached. According to the plan, NYY-J 4x16 must be installed in the house. In the main distribution box, only one fuse is installed for one phase.

16mm² is already not bad. It also looks like a plastic cable. Here we still have many with 10mm² or even 6mm². Currently, 35mm² or 95mm² are being installed. If there is only one fuse inside, then you probably have an alternating current meter. I would have that replaced with a three-phase meter. The main connection box is also not an old cast box but already made of plastic. So that's also fine.

Regarding the meter. If I understand correctly, you want to renew your entire electrical system? The utility room in the plan for the distribution? You can have your electrician lay a connection from the main connection box to the new distribution, and the new meter will also find its place there. I would then size this line larger directly. Even if it still makes no sense at the moment because the main connection line is only 16mm². At least 25mm², preferably directly 35mm², because in the future maybe a new main connection will come, and otherwise, you will not be able to draw the power... in terms of price, that is a small two-digit amount for the larger cross-section - if at all.

Yes, your assumptions are correct: the electricity meter needs to be replaced, as it is still your alternating current meter. However, the new location is still open.
