§ 9 Construction Cost Contributions
(1) The water supply company is entitled to demand an appropriate construction cost contribution from the connection applicants to partially cover the costs necessary for economical operation for the construction or reinforcement of distribution facilities serving the local supply, provided they can be assigned exclusively to the supply area in which the connection is made. Construction cost contributions may cover at most 70 percent of these costs.
(2) The cost share to be borne by the connection applicants as a construction cost contribution can be measured based on the street frontage length of the property to be connected and the price per meter of supply pipeline. The price per meter of supply pipeline results from the acquisition and production costs of the distribution facilities referred to in paragraph 1, divided by the sum of the street frontage lengths of all properties that can be connected to the distribution facilities in the relevant supply area. The water supply company may use a minimum street frontage length of up to 15 meters, taking into account the conditions of the supply area, as a basis for the calculation.
(3) In measuring the construction cost contribution, the water supply company may use other cost-oriented measurement units instead of or in addition to the street frontage length, such as the property size, the floor area, or the number of housing units or similar economic units. In this case, the total measurement units of the properties that can be connected in the relevant supply area must be taken into account when calculating the construction cost contribution.
(4) A further construction cost contribution may only be demanded if the connection applicant significantly increases their service requirement. It must be measured according to paragraphs 2 and 3.
(5) If a connection is made to a distribution facility that was constructed before January 1, 1981, or with whose construction was begun before this date, the water supply company may, contrary to paragraphs 1 to 3, demand a construction cost contribution according to the calculation standards previously used for the facility.
(6) The construction cost contribution and the house connection costs regulated in § 10 para. 5 are to be calculated separately and itemized to the connection applicant.
I have to pay the costs for the connections outside of the property. In short: From the gutter in front of the house to the main water connection 60 meters away (not on my own property).
