You can't achieve these temperature differences in modern houses anymore anyway. For fun, we once turned off the heating completely in the bedroom. With the door closed, there was only just over a one-degree difference compared to the other rooms on the floor.

Can I consider this as a kind of recommendation to do without thermostats for each individual room with low-temperature underfloor heating?

Yes, it is allowed but not officially. Single-room regulation is mandatory. We are installing it now only for a possible resale value.

How detailed is the function of the ERR actually defined? In case of doubt, you can also regulate the individual rooms at the HKV and thus fulfill the requirement!?
