Glue basement insulation?, construction errors, perimeter insulation facade

after some time, the developer sent a craftsman who installed the insulation. According to an appointed expert, the insulation has been installed adequately.
All complaints have so far been addressed relatively promptly. The on-site appointments and discussions with the construction manager – and his successor, or with the management – have also been satisfactory... it should be mentioned that the developer does not carry out the work themselves (this is the concept), there are always contracted companies, and if several trades are involved, a joint appointment must be arranged and a solution sought... but an appointment and a solution were always found. From the perspective of construction execution, we are satisfied with the progress of the building construction.

What is the gray part actually? Will there be a base plaster applied to it? Because normally, there is first a step and then the terrace, so the plaster would not be deep enough???
