Speculation. Just as well, Bauentwicklungs GmbH could have a contractual payment obligation towards the Stadtwerke if the connection rate is not reached. Or the Stadtwerke could be owners/shareholders of Bauentwicklungs GmbH. Many things are possible. At least, I view a fundamental lack of interest in complying with contracts critically.

There is one more thing. I simply expect adults, when they promise something, whether in writing or verbally, to stick to it. Anything else is a character flaw. Karsten
