Oh, okay. Here you can have it installed. But then you have to pay rent and installation. You still have to pay upfront for wastewater and then apply for a retroactive credit. The caseworker back then said that unless I'm watering a jungle in the garden, it's not worth it. Nurseries, farmers, etc. do it there. For private individuals, it's not worth it.

With us, every calibrated meter is allowed. 30€. It pays off after just half a year. Really good.

Same here. Worth it after a few months. Also for towel properties. As long as you water regularly, of course.

Since I have a not insignificant large property, this will already be worthwhile in the short term. The municipality’s website states the following:

When registering such sub-meters, the following requirements must be observed:

· The sub-meter must be installed permanently in the house installation and sealed
· Installation by a recognized installation company
· Suitable installation site – before the consumption point, where the loss quantity occurs
· Confirmation of proper installation by the installation company
· Clamp-on meters cannot be considered
· Meter must function correctly for measurement
· Meter must be calibrated – after the calibration period (6 years) expires, the meter must be recalibrated or replaced
· In individual cases, consumption points will be inspected by the municipal utility

Now I have the problem that until now I assumed that the whole thing is simply measured by a clamp-on meter – as you have already described.
How can I possibly fulfill the requirements of the municipality mentioned here?

Well, you will have no other choice but to create a new tapping point outside with a meter inside.

That is hardly possible, it is a new building that we only moved into 4 months ago...
It is unreasonable for the municipality to demand something like that, isn't it?
