Frost skirt under existing or planned terrain?

It is a slab in WU concrete. According to the plan, the top edge of the slab will later be 7cm above the planned ground level (the frost apron is therefore only 93cm). Additionally, there are 18cm to the top edge of the finished floor. Furthermore, we are topographically almost at the highest point in the area, with only 1-2m to the highest point within 500m distance. I think/hope the 7cm top edge of the slab above ground is sufficient. If water were to enter the house, the whole village or even the entire district would be underwater :) The side affected by hillside water also has a terrace where additional frost protection is installed across the entire width (10x3m). That should additionally "cushion" it. The 80cm frost apron is by law, it is generally included at Heinz von Heiden. And it suits us that there is only one step into the house.

The small-scale area around the house is important first of all. If rain is properly drained there, the 7cm should be sufficient

Attached again is the side view. I have 3 questions regarding this:

1. The civil engineer is responsible for the foundation up to the bottom of the slab, right?
1.1. Am I then responsible at the end of the house construction to create or commission the blue area (13cm fill up to the planned terrain) myself?
2. The green area is excavated by the frost skirt trade, correct?
4. Is there a blinding layer under the slab? Certified RC gravel (5-45) or FSS (0-32) is used.

You can also gladly assist me with calculating excavation and gravel quantities. The working space is 2m with a 65-degree slope. Length 11.33m x Width 9.08m. According to the soil report, excavation of the humus layer down to 0.5 to 0.7m is necessary.

- Current terrain at house corner 1: 382.0m, house corner 2: 382.0m, house corner 3: 382.1m, and house corner 4: 382.6m
-> I come to an average excavation depth of 0.675m (0.5 + 0.5 + 0.6 + 1.1 divided by 4), if no stepped excavation is done
- 15.33m x 13.08m x 0.675m = approx. 135m³

Gravel. For the average fill height I calculate 0.57m, rounded to 0.6m.
- 15.33m x 13.08m x 0.6m = 120m³ plus 10% compaction = 132m³

Is this roughly correct or do I have a mistake somewhere?
