Hello, I have a big problem that I would like to describe and also have a request. I have a plot of land that, according to the land use plan, has been located in the rural area since June 2013. My cousin built right next door two years ago and now I also want to build. We already submitted an application, which was rejected for several reasons (including reasons related to my cousin and my mother, who also has a plot nearby) but which apparently have nothing to do with me. Aside from that, we are locals in this municipality and have now learned that many locals are not allowed to build and all have been rejected. Only, of course, not those people who sit on the municipal council. We want equality!!! The municipality's statement was only "one should buy a plot from the municipality." The prices are so immensely high that one cannot afford it by far, especially why should one when one already owns a plot. Because of this, the locals have to move away and look for something else affordable. I and a few others have now planned to team up with the locals who were all not allowed to build and create a flyer or an invitation in which we organize a meeting. However, I need a little help with this. Keywords and maybe also what could be written as a title.

Did I understand that correctly...?

1. You have a plot of land.
2. Until the middle of the year, was it in the land use plan?
- What kind of use was registered? Land expected to be developed? Arable land? Green space? Building land? Nature reserve?
Depending on what it is/was, a rejection may be justified.

Is the plot of land you plan/had planned to build on developed?

What does all this have to do with the rest of your family?

So: Such a land use plan does not appear overnight. It can be challenged. Besides, the municipality is not the highest building authority. They can't do anything to you; if you file an objection to the rejection of the building application and go to your responsible district office, then the district office can replace the municipality and grant you building permission after all. You can also apply for a change of the land use plan – but that probably won't work. Besides, there is always the possibility to initiate citizen votes in which you demand the change of the land use plan. Or you get involved yourself in the municipality if everything is so unfair. Oh yes – then you would once again be such a representative in the municipal council who ONLY represents his own interests and as soon as you have building rights, you take off again,... That way you wouldn't differ from the others,...

Well, if I understood correctly, land is to be purchased from the municipality. That is probably building land and thus grants building rights, that should be clear.

That sounds like comparing apples (land owned by locals) with pears (outsiders buying land from the municipality). Furthermore, land that is to be built on must first appear as such in the plans.

Side note: In the development area where we will be building next year, it took 18 years until the development plan was made. And even that was back in 2006! Next year the infrastructure will be completed.

And if communication with you and others in your municipality is as "unclear" as it is here, I’m not surprised at all.

Hm... regarding the issue content-wise, I can't say much right now. But I have designed flyers for various calls a few times. I would recommend using a flyer instead of an invitation. That is simply easier to handle, meaning you don't have to fold anything, etc. I would make the front side eye-catching (color-wise) and keep the text brief and to the point about what you are about. For example: the date and what you want in a large font size. Something like:

XX.Month 201X
We want . . . . .
Equality for ALL!

…or something like that, definitely short and concise so the reader turns the flyer over. On the back, I would put all the information. Basically the factual description, what happened, what you want/what it’s about. Of course, it’s hard for me to give you any ideas here. But maybe this consideration is enough for you.
