Floor heating setting - desired temperature

Got a question, in the living room the Rt is set to 3, temperature at 22 degrees, no flow. Temperature dropped to 19 degrees after airing, actuators did not open and therefore no flow. Rt set to level 4, actuator opened, flow present. Now the fireplace is on, Rt is still at 4, the actuator is still open and there is flow. Something’s not right, is it?

Counter-questions: Do you have nothing between 3 and 4? Does your RTR make a clicking sound when turning past the shift threshold?

Between 3 and 4 there is of course something, but nothing is written on it. Yes, I hear a clicking sound. Always just before 4 no matter how warm. 18 degrees or 25 degrees.
