Floor area ratio calculation when 2 parcels need to be combined

I suspect that it is somewhat similar to Tolentino. A large plot was divided. Buildability is derived from the neighboring development. The plots are considered together. I would estimate that floor area ratio I and II are proportionally distributed over all 4 plots. If the access road consumes a large portion of floor area ratio II, then proportionally less remains for the rest. But of course, that is just a guess. Is there a floor area ratio known next door?

There is already a development plan for the opposite side of the street. The floor area ratio is 0.4 there, and 50% more for floor area ratio II. I share your assumption that this is proportionally distributed across the plots. Certainty will probably only be provided by the building authority.

By limiting oneself, worst case, to three lanes for a trike instead of fully sealing it. In my opinion, it cannot do that.

That would be a dream solution from my point of view, considering the alternative (not building at all :eek:).

The city of Hamburg writes: "Any type of sealing leads to a structural facility, therefore all sealed surfaces are counted (including water-permeable surfaces)."

To me, that sounds as if an access road completely counts towards the floor area ratio, regardless of what it consists of. Gravel, grass pavers, trike design. Is it then even possible to influence the floor area ratio of an access road in any way?

It doesn't have to. It is not a building plot, but only has the special function of access. Right of way. Please don't ask me for sources or paragraphs. The impervious surface ratio applies individually to each plot. Keep in mind: Terra belongs to the house, therefore to the impervious surface ratio I.

As far as I know, this refers to the building plot. Nearby in Lower Saxony, for example, gravel surfaces do not count towards the floor space index at all, because: no sealing. Can you also address the inquiry about floor space index || Par. 34? That contradicts itself. Or did I overlook it?
