Purely out of interest. Can a Volksbank offer longer than 15 years? And is it only possible via TA/savings contract?

I don't think they want that. They didn't want to offer us 15 years at all, and 20 years would have gone through the Münchener Hypothekenbank. The offer from Volksbank (house bank) was by far the worst for us. We then found something through Interhyp and have now ended up at a local Sparkasse.

Yes, it can, up to 30 years for example

Yes, so 30 years ZB are being offered to us. No inquiry, no problem. So TA/building savings contract is the recommendation of the Volksbank, whether there are other options I don't really know. But it seems to be the cheapest. When we have the offer, we wanted to take the figures to the local Sparkasse and get a comparison offer.
