Be glad for this regulation. If everyone built themselves a fence 1.6 m high there, preferably with those absolutely ugly privacy strips everywhere, everything would immediately become quite unsightly ;)
Legally, the entire public area forms the street. What you call the street is probably only the roadway of it. Therefore, only an 80 cm high enclosure is permitted here.
I don't think you are allowed to install your planned height there, but only the 80 cm. In my opinion, the strip counts as street space. Maybe it becomes clearer if you replace street space with street-facing. So the property side facing the street not higher than 80 cm. At least that's how I understand it. When in doubt: call the municipality/building authority and ask, then you will have certainty.
