It literally says that you may only build if it is a building plot... If the 700 are building land as you described, you are allowed to build on it and everything is fine. Who submitted the building application? Why is the house on the woodland plot?

The 700 sqm are registered in the land register as "Unland" and are located in the rear part of the property. The 249 sqm are the front part, located by the street, on which trees stand and where I have to and want to build. Logical, right?

On the opposite side of the street, everything was newly built between 2003 and 2005. There was also "forest" there before. To the left of us - the extended street has been fully built up with new houses since 2006. It was previously similarly "forested". Only for the 4 plots does the forester NOT want to grant permission for deforestation, although my plot has only 10 trees with a circumference >80 cm, the rest is deadwood and other weed growth including Ambrosia.

No, not logical, if the front part is forest, you just have to build behind it. I would try a mediation session and a lawyer. Sorry for you but I think you have bad chances. Converting forest into building land in Germany is only successful if it is of high public interest, or maybe if you are an energy company.
