That is quite a mess but ultimately "only" money. Negotiate quietly and confidentially to find a better solution, especially if someone on the other side has to overcome their reluctance. Good luck.

does the exclusion also apply if only the property was purchased?

No. The property is allowed to already exist. That was the case for us as well. The point is that no construction contract/work contract is signed beforehand.

May I ask which documents had to be submitted for the application or where the KfW got the information that the contract has already been signed?
