We have one of the usual infrared taps. Although it has hot water, it is fixed so that the guests do not have to do anything. In your case, simply select an infrared tap as well. They are often intended only for cold water.

In winter, really cold water comes out of the tap here, I can't even hold my hands under it, it really hurts. I couldn't wash my hands with such cold water at all.

The water comes from pre-warmed pipes. Since 99% have no or limited circulation, it shouldn't be any different there than with cold water. I don't see it as that critical!

I would install a copper pipe and an industrial valve with a round wheel. Simple, inexpensive, and very cool.

I am the kind of person who doesn’t have to follow every new gimmick and also improvises a lot, but cold water alone is in no way contemporary to me, because cold water hurts. I don’t want to do that to my guests or my family, because after all, a guest bathroom is also used every day by family members, and chilly water has nothing to do with comfort, which is of course what a home is all about. I would install a tankless water heater.

Only cold water would be a disaster for me personally (with Raynaud's syndrome) - but I don't think that's what it's about. In Benelux and France, only cold water in the guest toilet is completely normal standard. Anyone who looks there will also find a variety of corresponding fittings.
