Because it doesn’t matter at all what is installed. The attic is in a refined shell construction, the upper floor needs to be renovated on a manageable scale. Whoever asks for €1,500 per sqm for that knows exactly what they are doing and that they are looking for an idiot to fill their pockets.
2 bathrooms each €40k = €80k
1 guest bathroom €15k = €15k
78 sqm floor at €200/sqm = €15.5k
Drywall walls in the attic = €30k
Painting work 78 sqm = €25k
Four roof windows each €3k = €12k
Radiators attic €10k = €10k
3 doors attic each €1.5k = €4.5k
108 sqm floor at €200/sqm = 21.5k
Upper floor 4 windows/2 balcony doors with shutters new = €15k
Upper floor 4 doors each €1.5k = €6k
Upper floor 108 sqm painting work = €35k
Cladding balcony = €5k
Open question: I would remove the wall and leave the underfloor heating, as I don’t know exactly what that means (supports needed at the wall, adapting pipes, having underfloor heating milled or screed removed etc.).
Then I am at a normal standard (TE doesn’t want more) at just over €270k and would have €30k for the two open points.
And now, dear , what do you think of my cost breakdown? Do you find the prices appropriate? What would you say about these prices for your new build? Don’t say this is normal... The listed works probably only make up 20-25% of the costs in a new build – which would put total construction costs for a little house upscaled to €6,000-7,500 per sqm…
I chose the prices so that the sum is used up. If you take only €50 parquet + laying costs of the same amount for the floors, you already save almost €20k. Or the normal standard is a floor finish refined with gold leaf, handcrafted by a virgin once yearly during the blood moon.
Conclusion: Absolute moon prices. Or the TE forgot various things that still need to be added to the positions already mentioned.

Regarding the standard: The finishing stage in the attic does not matter and should simply be solid and decent. On the upper floor, tiles are planned which have a sqm price of €67 – so definitely upscale. These tiles really are the only cost item that stands out.
