Energy saving regulation with gas boiler and heat recovery ventilation instead of solar?

Subjective opinion: Solar for domestic hot water is only useful in special cases (pool or similar). Currently, at 5 degrees outside temperature, I need about 2 to 3 kWh for hot water (air-to-water heat pump) per day (so about 40 to 60 cents). In my opinion, that can never be recouped by solar thermal...

I didn’t want to start a new thread because my question is quite similar. In Q1, the plots will be allocated, and we have been thinking about the floor plan, etc. Regarding the fittings, +1 and I are quite similar so far; the open topic is still the heating. You hear 20 opinions from 10 people; so far, among acquaintances (new build from 2013), we liked the gas boiler with controlled residential ventilation + heat recovery the most. An acquaintance is currently planning the build with his architect (should comply with [Energieeinsparverordnung 2016]) and was told that gas + controlled residential ventilation/heat recovery is not enough for [Energieeinsparverordnung 2016]? Is this statement reliable or is it "old" knowledge?

But that is possible. For the thermal insulation verification, you need an energy consultant anyway. Discuss it with him (and choose one who does this as a main profession).

Definitely possible, it is the standard with our [GU].
