Do I understand correctly that I have no chance of having a nice small garden wall in the front garden if the following is stated in the development plan

"Fences in the front garden area may only be made in the form of hedges of... Furthermore. Other building materials (e.g., metal and wooden fences) may be used if they are integrated into the hedges in such a way that they are not visible."

Probably only if it disappears behind a hedge

I haven’t given that much thought yet, but definitely not higher than 50cm with smaller turrets.

So according to the guidelines, a clear NO, not allowed.
Metal+wooden fence, which is overgrown, is only needed if you have a dog that otherwise runs away.
Would you also want a gate?
And is there any indication of the maximum height of the hedge?

I’m taking a risk here since I don’t know how the neighborhood is, whether they tattle, whether they themselves violate the regulations and prefer to stay quiet, how the community/city handles it, etc.
At 50cm, it wouldn’t be a problem to plant a hedge directly behind it that then easily grows above in height and depth. That way the “hedge” look would be achieved, and you still have a wall so no dog poops in the bushes from outside. By the way, a thorny hedge is enough for that, no dog will voluntarily go near that anymore.

So probably no one would complain afterward, that could also be interpreted as a somewhat too high curb. I think they just don’t want a wire mesh fence with plastic or gabion walls.
With little towers it looks different again, then they probably want fence elements in between, right? That would be too risky for me, it’s much more conspicuous and not exactly cheap, in case you have to dismantle it again, and then probably completely WITH little walls.

The prescribed height of the hedge is, I believe, specified as 90 cm. Thank you for your assessment. I also think that no one would say anything about such a small wall, but if it were ever criticized, I would come off worse. Until then, it will take some time, and I am observing the other builders to see if anything is happening in the front yard.
