Electric connection cable between HSK and meter cabinet/fuse box

Hello forum!

Due to current events, I have a question for you regarding your connection cable between the main distribution box and the meter cabinet.

In our case, these are located on opposite sides of the room, so a correspondingly longer connection cable had to be laid. The cable was pulled by the preparatory electrician over the floor during the shell construction and has since been encased in screed. So far so good, and I was mentally pleased about the neat solution!

Now the meter is to be installed and the connection itself made, but another electrician has now pulled a new cable along the wall throughout the entire room and cut the old cable.

Reason: Regulation that the connection cable must be laid visibly! argh :(

Somewhere the reasoning is understandable, but I doubt internally that there was no other solution or that the type of connection is done that way everywhere!? I am not a fan of visible cables everywhere and am annoyed by the current "solution." Both aesthetically and for practical reasons (wall cabinets were planned at that spot) a total mess :(

Can anyone confirm such a valid regulation!?

You can't change anything anyway. There are technical connection requirements from your distribution network operator. Something like that is probably stated there. But it varies from operator to operator. I have looked up a few paragraphs for you.

Basically, both are right or not. It doesn't necessarily have to be routed visibly, but it must/should be routed so that it can be replaced.

The utility room is usually a complete mess in the end anyway because of heating, ventilation, and distribution. So there won't be just one cable hanging there. And the supply/exhaust air pipes are difficult to route in the screed. So I would take it easy on all of that.

Thanks already! Well, all other pipes and cables are already on the walls or ceilings. The space where the new thick cable was now installed was actually planned differently and already prepared/painted :) Annoying, but as you rightly say, nothing can be done now :( I still assume that in probably at least 50% of households this "regulation" does not apply.

Because the power connection is planned where the distribution will also be located ;-)

An alternative could have been to disconnect the house connection on a small distribution with meter, from there (under the screed) go to the actual distributor …

I would have loved that and at the time discussed exactly that with the architect.
At that time the statement was: "not possible according to DIN requirements, must have distance XY from the fuse box because ...." ... precisely because of the multi-utility entry and the main service connection, we went through several rounds with the plans back then and positioned the multi-utility entry as "optimally as possible and permissible." According to the architect back then, at the only possible location.

The first question/statement from the electrician today was directly: "why didn’t you place the multi-utility entry or the main service connection directly under or next to the fuse box?"
Aaaargh!

The most important thing I learned during the construction phase is to question every statement from those involved or at least not take it too seriously.
Everyone likes to talk and refer to supposed regulations that do not actually exist, as I have already found out several times with other examples :(
