Yes, the toilets are usable. However, I believe that the standards/authorities generally assume that a backwater valve can fail with some probability. Therefore, based on the statements I have received so far from specialist companies, it is only permitted to use this in rooms of subordinate use. That means: in an uninhabited basement, you are allowed to have them. If backflow occurs there and the valve fails, the damage is not as severe and there is less risk to the health of the people. Whereas if this happens in an apartment, the damage and risk are high.
No idea. An automatic device would basically be sufficient for me too. But so far, no company wants to install such a thing and refers to a lifting system with a loop above the backwater level. However, that is a completely different level of cost and effort for me :-(
