It is just not understandable that the photovoltaic system is included in the main contractor's service package in the offered price and that there are no additional registration fees. Now the system, which is actually already included with the registration fees at the main contractor, is being expanded with a storage unit. Why are connection or registration fees basically being charged again now? The storage unit itself is only an extension of the system that already has to be registered anyway.

System included in the specification, but not the installation?! You only have to register when the system is connected. Please check the contract: the contractor wouldn't offer the storage system without reason. But who knows.

Why should it be included?
A drainage application also has to be submitted separately, you have to apply for a phone line as well, etc.
And you as a non-TE don't know the content of the contract either.
