It is best to obtain copies and attend a consultation appointment at the building authority or consult an uninvolved architect.I was the one who did not sign because the roof borders my property.
You do not have to justify why you do not want to sign. You can (but do not have to) inform the municipality or building supervisory authority in writing of your explicit non-consent and/or your objections to the construction project.
If the construction project is approved despite the lack of consent, the building permit must be delivered to you. In that case, consulting a specialist lawyer could be helpful (observe deadlines!).
