Distance from neighboring property/height?? What is allowed? Confused

The 5.5 m applies to E+D, meaning a single-story building with ground and roof floor.

But not wall height (= practically eaves height).
You have already been thoroughly explained all of this. You can read the BayBO yourself; everything is in there.

To be on the safe side, you can submit a building inquiry.

That should be answered by an architect you hire. It does not have to be your task.

That means the goal seems to be a roughly uniform building height. Why don't they just write it like that?

For the hip roof variant, the clearance area is normally 6.5m, and on 2 sides with a max of 16m, 3.25m. However, since 6m wall height is usually sufficient for 2 full floors, it may be that the neighbor builds 3m to the boundary. The 3m is by the way the minimum distance, i.e., also the fire protection distance, and not the calculated 2.75m.

In the picture you can roughly see what you could build according to the setback areas. The setback area on the street side is even allowed to extend up to the middle of the street itself. So the block in front of the neighbor would already be possible. However, the floor area ratio and the floor space index still apply and somewhat limit the block again.

Basically, I find the solution of the neighbor to the south pretty good for the building plot. Garage in the northeast, living space and terrace to the south and west.

I definitely see neither any indication that this property is particularly complicated or restricted to build on, nor any encroachments of the neighboring building. Unless you have four children or a large car collection, you should be able to add something there.
