There is no visible connection, only the two plots without a road, neighboring plots, etc. Fire protection of course plays a role for adjacent buildings. Are the plots located in a mixed-use area? I could imagine that when drawing the boundary along the building edge of B, a transfer of setback areas to plot A was recorded.
