The base slab is usually poured after fine staking out by the surveyor; the batter boards and strings/nails should still be in place. Well, the check for right angles is quickly done, but it is also the foreman's task on-site to at least check the staking out or the batter boards for major inconsistencies.
I just checked the DIN standard again, the 24mm is, as far as I read, the maximum, so just within the tolerance.
