Development plan "ED" multiple residential units possible?

Good day,
I can acquire a plot of land from a city in Schleswig-Holstein. I would like to have 4 residential units built there for long-term rental. However, I keep receiving different statements (from the building authority) about what can be built there. Of course, I could submit a building inquiry, but that costs money. The abbreviation "ED" is shown in the symbolic specifications. ED §9 Abs 1 Nr 2 Baugesetzbuch and §§ 22 u. 23 Baunutzungsverordnung. In the textual specifications, the residential units are also not limited as in some other development plans. The local city says that only 2 residential units per house are allowed. I do not understand why, and the city will not provide any further statement.
In my opinion:
The specifications of the development plan do not limit the number of residential units in single-family houses. A house with several residential units is legally considered a single-family house. The definition of single-family and semi-detached house only refers to the type of building structure and whether it stands on one or two plots. Any intended numerical limitation of residential units was not stipulated in the development plan – therefore, I am of the opinion that 4 residential units may be built there.
Does anyone have experience with this?

That sounds like a multi-family house. Such a thing is directly designated in the development plan. Alternatively, divide the plot, each with a semi-detached house half with a granny flat.

A building preliminary inquiry is sensible. Such a simple question will be answered by phone. What is free in house construction?

Apart from the fact that such a thing is a bad investment nowadays.

Oral side agreements are not permitted, the written word applies ;-)

Seriously: development plans have a drawing part and a text part, and what both do not exclude, the municipality has therefore not validly expressed its will. The number of maximum residential units can also factually result from the utilization figures. But it cannot be reduced by a grumpy building authority employee.

Development plans can also be referred to by municipality, number, and name – usually they can then be found online.

I cannot really imagine four residential units on a plot intended for a semi-detached house, except as single rooms with cooking facilities.

thanks for your answers. I tried to sensibly divide the valid development plan into photos, everything should be clear there. Both plots are about 700sqm in size with fairly good buildability. 4-5 apartments of about 55sqm should be feasible. Although the attic apartment might be much smaller. 700sqm with a floor area ratio of 0.5 is almost 350sqm minus any outdoor facilities and considering sealed areas floor area ratio 1 and 2, you might get about 250 sqm of living space if you work with external stairs.

Why do you consider it a bad investment?

Could you take a look and let me know if you think 4-5 apartments would be "legally/planning-wise" allowed on the two marked plots?

Because such an investment generally has the worst possible return. Especially if you build where you want to build. Or are these supposed to be holiday apartments?

No, they are not allowed there. A profitability calculation shows a 3.2 percent return. The house would be paid off after 25 years. That is acceptable for our investment.
