Development of building area - municipal planning?

Hello everyone,

I have a question:
In our community, a decision will be made in about 1-2 months whether a new residential area will be developed. (Negotiations with the farmers are apparently still ongoing). Now to the question: If the residential area comes, how long will it take until the plots are offered for sale to the citizens? I do not mean until it is fully developed, but until we can buy the plot so that we can continue with our planning. From when is the plot purchaseable or are there more precise framework conditions known that are important for further planning?
Our plan is to buy the plot as soon as possible and not wait until everything is fully developed. Since the construction times from contract signing with our desired construction companies would take about 1.5 years, we would like to start before the residential area is fully developed.
I hope you understand what I mean and someone can help me.

Well, I haven’t been on the forum for very long, I have installed my own sphere, and I haven’t noticed any reliable clairvoyants here.

How should anyone know? If anyone does, it’s your municipality if they have a development plan. That can take months or even years, or be completely canceled. Just imagine if they find a rare bark beetle or a medieval irrigation system there.

I can give you an example!

In January 2014, it was announced at the community meeting that a new development area was being created.

In March-April, the first plans for how it should look were available.
Development was supposed to be completed by summer 2015.
At the beginning of 2015, about 60 plots were all reserved and partially with a waiting list.
Now in June 2016, the streets have just been completed and construction is allowed to begin soon. The delay is probably due to the tendering process and the fact that every little thing has to be approved by the municipal council.

Luckily, we decided against it at that time because building was only allowed with a knee wall.

But if the plot is registered at the land registry office, you can already start planning.

We are changing the development plan of an existing undeveloped building area. That was supposed to take one year. Each public authority responsible always has 4 weeks processing time, and for the final approval, you can also plan another 3 months. And if any discrepancies occur, like the ones mentioned above, it can quickly take much longer or even not happen at all...

With us, it has now been 1.5 years and there is still no end in sight! It is supposed to be a mini residential area for 2 houses...

Another example:

I don't know exactly when it was decided.
In any case, the development plan is dated 2013.
Last year, the company responsible for marketing pulled out with the public comment "let City X do it alone, with all the back and forth nothing will happen anytime soon."
Until today, nothing else has happened there, except that the start of construction or sales launch keeps being postponed upon inquiry.

In another city, it took exactly the planned time (should have been about ~1-2 years), and now the development is completed on schedule.

Therefore, I hardly believe that a reliable statement can be made.
