Development in the second row without a development plan? What can we do?

That’s why I wrote "re-plan". Based on your descriptions, the conditions could hardly be better, except for the missing legally binding development plan. A very good location for you, a rich uncle, a well-disposed municipality, and a solution-oriented building permit authority. The uncle is building a cleverly designed two-family house with an expandable attic and apartments so large that they can easily be split into two – then it will be enough for you as well. You get the ground floor with exclusive garden use, and as soon as the planning law has reached the necessary maturity, you get started. The advantage is that you are always on site, don’t waste time traveling when doing work yourself, and don’t need a 7.5-ton truck for the move. And if the authorities still play all the clichés again, plan B comes into play: look for another plot or house, uncle expands the attic, splits the apartment(s), and has his 5-6 family house.

Of course, waiting until a development plan is available is, as mentioned, also an option that we have already considered and do not rule out at all. Where one lives in the meantime is rather secondary, as long as it is large enough. But, as mentioned: My initial question was whether there are ways to shorten the waiting time and not have to wait for the development plan. Since we are now already on page 4, I now assume that such possibilities are not necessarily available.

Perhaps one more fundamental question: The situation is as follows: 1. Our project = development in the second row with a single-family house 2. no development plan 3. So far no development in the second row 4. Neighbors would be okay with it. 5. In the entire area covered by a new development plan, there is no one else who plans medium-term development in the second row. Is it possible in such a case to carry out our project without creating a development plan, even though it does not fit the character of the surroundings? One can also (to a certain extent) be exempted from an existing development plan. Does that also work in the opposite case of a missing development plan? Or is the creation of a development plan mandatory here, as we are being led to believe?
