Damp walls and water from the ground

We are currently in the process of building or having a flat built.

Yesterday we noticed that the walls are wet and there is also a large puddle on the floor. The water is coming from a joint in the wall.

Is this normal? There is no screed yet, the windows are already installed, and the outer base coat is also already applied.

Please mark the spot with the water leakage (inside) and also photograph and upload the corresponding spot outside. If possible, also include an overall photo of the apartment from the outside so that a possible water entry point can be guessed.

If the bricklayers save on mortar, there are sometimes joints that have continuous air and you can see damp spots on the inside. But with you, it's more than just a little damp; water must be collecting somewhere above and then running in.

I would inform the site manager and, depending on how he reacts, formally complain about the defect in writing.
