Good morning,
I received the cost estimate for our newly planned residential house in the mailbox yesterday. The plan is for a single-family house near Cottbus (so East Brandenburg) in a development plan area, 1.5 stories, gable roof with a knee wall of about 1.20 meters, 140 sqm with the following rooms:

1st floor: hallway, guest WC, utility room, open living and dining area
2nd floor: hallway, bathroom, 2 children’s rooms, master bedroom

Additionally, a garage and a carport. I roughly sketched it out with Paint:


I am attaching the cost estimate. What do you think about it?
Should I get another offer or is this a good price? When I look around in the forum, I read about cost estimates that are 2-3 times higher. So I should probably be glad about it. However, acquaintances of ours planned their city villa (160 sqm) with the same planner 4 years ago, all in a higher standard with double garage – and paid 6,500 euros. The building plot is maybe 2 kilometers away from ours as the crow flies. So they planned similar costs. Have the prices increased so much in recent years (HOAI 2009 to HOAI 2013)?

And what did you pay for your surveyor? His offer was attached to that of the planner. The plot lies in a development plan area and has already been surveyed. So why does he want 2,500 euros? For staking out the building and creating the site plan?

Sorry, but you have to break the whole thing down a bit again: What kind of cost estimate? I don’t see one here, at least not for the house with a double garage. What you have here is an offer according to [HOAI] that the planner made for you for service phases 1-4. It always depends on what construction costs she roughly calculates and which fee zone she sets. From my feeling, it doesn’t seem significantly too high for now, but I’m not an expert.

The surveyor’s cost estimate is actually quite well broken down. The costs arise, as you already say, from the creation of the site plan, rough/fine surveying, and the surveying of the building after the house is built. We paid about €2,000 for that.
