Presumably, the development cost contributions are still missing. You don't just pay an amount X for digging and laying pipes, but also a general fee (in our case depending on the plot size and living area).

I believe I had estimated it at 1500,-. As an expansion levy. They were already due. We also have gas added, as we will be using a gas heating system.

I know that because it was exactly like that here 100%. On the developed plot, and on all of them, not just ours, are the shafts, the Telekom fiber optic cable, the power cable. And that is not unusual here either.

We each also have a shaft. But in our area, for example, it is different. The rainwater must infiltrate on the property itself. Together with the wastewater sewer to the shaft, also easily €4000 over the rough estimate.

The seepage doesn't work here because there is clay beneath the topsoil. Additionally, there is a slope: 28.5 m at the street, and 30 m further back at the property boundary 30 m; to prevent the properties below from flooding, a rainwater drainage system into a collection basin with an overflow into the harbor was chosen, along with strict regulations—only the terrace may be paved, the driveway must be permeable, and a site coverage ratio of 0.25 must be maintained to avoid overbuilding. Accordingly, the plots are only between 550 and 750 sqm. Ours is 590.
