It needs to be clarified whether the steel column must be fire protection clad.

I assume that the open seating area has a floor slab, and that this transitions into the basement ceiling (however, there is a step drawn in front of the balcony door); and that this lets outside temperature into the basement ceiling = the ground floor. Therefore, closing this open space would already be a beneficial measure. Do you only have the plan excerpt shown here, have not yet consulted the building file, and can’t enlighten us further about the house?

I have floor plans and cross-sections of the house, which I will attach once, as well as a photo.
The house was built in 1960 – the roof was covered and insulated 10 years ago, the windows were replaced, as well as the electrical system and the piping. Furthermore, the bathrooms and floors (between 2005-2010). The oil heating system is from 1996 and is (probably) to be replaced by a wood pellet heating system.

I do not see any signs of already completed standard repairs on the exterior walls, so that probably remains a construction site for you. By the way, I am allergic to the term "expert" – that's what you call professionals of the second choice, so to speak, who happen to be available when the talk show editorial team calls ;-)
