Regarding the floor slab: So would that be positive and you wouldn’t have to lay a new floor slab?
I assume that the outdoor seating area has a concrete slab, and that this transitions into the basement ceiling (however, there is a step indicated in front of the balcony door); and that as a result, outside temperature is introduced into the basement ceiling = the ground floor floor. Accordingly, closing off this open space would already be a beneficial measure. Do you only have the plan snippet shown here, have not yet viewed the building files, and are you otherwise unable to provide us with more information about the house?
I do not see any signs of already completed standard repairs on the exterior walls, so that probably remains a construction site for you.
