Hmm, I see no problem. The burner just runs continuously in manual operation and simply burns more oil. The safety devices should still work.

It's like never turning off your car and always leaving it running. Sure, it's pollution, but you can't really force him in this case if even the chimney sweep waves it off.

There is no more risk for you than if the mode switch is set to lowering mode.

Thank you for the feedback, but I do not understand who is monitoring whom. Within the scope of the energy saving ordinance, the boilers must be maintained once a year. Furthermore, among other things, a demand-oriented adjustment of the heating circuit storage loading and circulation pumps must be carried out or repaired if necessary. I do not see exactly this with permanent manual operation. Doesn't the maintenance service have to necessarily detect and report this? The chimney sweep apparently only measures the values. The thing is, no one is being monitored. Only if the system shows excessively high emission values does the chimney sweep have the authority to shut down the system in the worst case. But usually, it comes down to a repair and a renewed inspection.

I still don't understand the problem. The OP is the owner and is complaining about the neighbor's heating. At first, I thought it was the semi-detached neighbor sharing the heating system, but obviously, the neighbor is "across the street." Then he shouldn't care about what extra costs that neighbor has??? And dangers for the family? The exhaust values are obviously fine, and that thing won't explode either. So who other than the chimney sweep should be able to forbid anything to him???
