The thing is, no one is being monitored. Only if the system shows excessively high emission values does the chimney sweep have the authority to shut down the system in the worst case. But usually, it comes down to a repair and a renewed inspection.

I still don't understand the problem. The OP is the owner and is complaining about the neighbor's heating.
