That is correct! The 15% rule of the EEWG (§7,§9, Annex VI). Means the building envelope must be demonstrably insulated 15% better than the energy saving ordinance requires for this building....A house builder told me that the requirements of the legislator are also met with an appropriate building envelope, that is with the U-value.
