Construction supervision - Are the phases meaningful?

Good morning,
I have been a silent reader in this forum for a while and have already read some good tips.

Since our project is now becoming more concrete, we have decided to hire an independent expert for construction supervision.

He proposes the following on-site appointments (a basement is not planned):

1. Foundation/ Masonry/ Moisture barriers
2. Raw construction/ Roof construction/ Bracing
3. Roof covering/ Rough installation/ Windows
4. Interior finishing/ Plaster/ Vapor barrier/ Insulation
5. Installation/ Tiles/ Stairs/ .../ technical preliminary acceptance

He schedules 3.5 hours including photo documentation for each appointment. Cost per appointment is 360 euros gross including travel expenses.
The review of the construction specifications will then be billed individually based on effort.

Are the phases set reasonably like this? Or are some superfluous, or should there be more?

I have an architect whose employee is a civil engineer, asked to carry out the construction supervision for me and he has proposed the following appointments (we are building with a basement): 1. Appointment before the concreting of the ground slab 2. Appointment before the concreting of the ground floor ceiling 3. Appointment during the roof and thermal insulation work 4. Appointment during the window installation 5. Appointment after completion of the non-load-bearing walls and the installation of the front door 6. Appointment after the installation of the impact sound insulation in the screed area 7. Appointment before handover of the house This is only his proposal, we can decide whether we want fewer or more appointments. He charges by the hour. He does not charge travel costs because he is from the area. Everything is documented as well. The price is significantly lower than yours. He is well known and appreciated here.
