Legally, it's a tricky matter. Iron grates belonging to the neighbor were stored at our place. One day before we started, the neighbors placed the grates at our place,... When asking the neighbor, we were told: The construction workers are on vacation for 5 days starting today. So what to do? Not legally correct but practical: We threw the iron grates onto his property,... That settled the matter for us and the neighbor.

definitely do not just put it on the street, the traffic regulations [StVO] prohibit that. Rather return it undamaged to the person responsible, possibly think of witnesses, put it on their property.
But first of all, really talk to the builder, who maybe does not know what his craftsmen are up to.

That's crazy, I would call the police or the [Ordnungsamt]. But I wouldn't just remove it either. In the end, you're the one who loses.
