Oh really? On what legal basis are you referring to?

Take the resolution paper - point 1 is more or less a request.
Points 2 to 4 relate to public spaces.
Point 5 does contain a moral judgment about parties in private spaces ("unacceptable"), but that is not a legal prohibition. There is absolutely nothing about normal gatherings in your own apartment.
Point 6ff concerns businesses and the duration of validity.

You could nicely turn away the police at the door if they want to disturb you at a coffee party with the rural women.

But even for the last fool: I am not saying that this is sensible in the current situation.
I am only saying that it is not forbidden. At least not according to the resolution paper. Some regional princes do seem to overreact a bit. No idea what they thought they could restrict.

So in Bavaria, you are not allowed to hold a birthday party in private premises either. And that is a good thing! People unfortunately have to be protected from their own stupidity.
