Constantly making the same mistakes in the building application - stupidity or intent?

I have a simple question:

Is it the intention of some architects/planners that building applications/notifications get rejected due to the simplest mistakes, or are these people just too stupid to handle the simplest things?

For two direct neighbors, the construction was delayed by 4 months because the floor area ratio was not complied with in the building application. How on earth can you get that wrong? You have to provide proof in the building application that you have complied with it. So why plan bigger?

If I have a 500 sqm plot with a floor area ratio of 0.3, the floor area of a city villa (same above/below) simply cannot be more than 150/2 = 75 sqm. So why apply for 10x8m, when even a first grader can calculate that 80 > 75...

WHY????? And why does this happen so often? Can anyone call themselves a planner/architect? Don’t come at me with "to err is human." If I hire an expensive architect, I expect the application to be approved. Otherwise, I might as well do it myself and save several thousand euros...

Explanation one, it's sloppy. Explanation two, the customer wants 10 times 8. We'll give it a try... it could be that the caseworker lets it slide. Explanation three. There is no construction capacity anyway, a few weeks of delay, which can be blamed on the office, come in handy.

why should a clerk just approve that in a large new development area? that would cause a huge fuss if someone found out. so pure intent, because there is currently a lot to do. actually quite reckless to handle customers' money like that.

Exactly, the waving through can actually only happen if he also goes huschhusch because his desk is overcrowded. But since we civil servants were conditioned through training with catchphrases like "care before speed," "Rome wasn’t built in a day," etc., it is probably unlikely. Karsten

You can try a lot..
Actually, a development plan is a money-making machine. I don't know a neighbor who hasn't needed at least one approval. Everyone has received theirs and always paid the amount of 250€.

Wrong! The floor area ratio indicates the proportion of the building plot... floor area ratio of 0.3 = 30%, in your example 150 sqm.
What then goes on top of that is regulated by the floor space index etc.

And now you ask why it is so hard to make the simplest calculations

Carelessness or problematic plots shared with a community.

Most of the time I think many architects try too much. For the floor area ratio you can take the roof overhang up to x%, from 51 cm (or so, I don’t know) it then counts towards it. They try it with bay windows and the like – hoping the building authority won’t notice.
It’s like with the tax return
