Buy drinking water pipeline from the neighbor

Hello dear community,

I would like to ask you again for advice or an opinion.

The following situation:
(1) We are building a single-family house on a rear property
(2) For this, an originally large property with an existing building (in the front) was legally divided
(3) The front property remains owned by the seller, he wants to demolish the house but initially not build anything new for a few years, we are building new on the rear part

This results in the following situation:
(1) Due to the demolition of the front house, the existing water line will be decommissioned and dismantled by the operator after about 12 months (free of charge); if the owner wants to build new in the future, he will need a completely new line including tapping
(2) We would have to open the entire street for our own water line and tap into the main line (costs about 8-10k€)
(3) Therefore, it makes sense that we take over or buy the existing line from the owner; pipeline rights are accordingly in place

Question:
At what price would you fairly buy this line?
For us, the maximum price upwards is of course the cost of a new connection (about 8-10k€), downwards one could also argue that we get the line for free, since the owner can't use it anyway. What do you think is "fair" for both sides here?

You have to extend the pipeline anyway up to your construction site. The pipeline can't just run through his construction site, otherwise he will "turn off your water" when he's building again. I would lay the water pipeline where your access to the property is, because you will own that part proportionally, unlike the rest of the seller’s property. He will certainly grant you a right of way for the pipeline but not as an extension of the current pipeline route, as that would block him from a new building.

My advice in this case: clean separation of the supply (you need electricity too), so one pipeline will be needed anyway. Then lay all utilities in the canal at once and you’ll have peace.

*Edit:
Do the civil engineering work on your own land yourself or hire an excavator driver who is "already there" for a Saturday morning.

The route of the line is clarified and secured so far. We have to build a detour in the line so that it lies under the driveway. For us, it is now more about the financial question.

1. Would a renewed tapping into the main line (in the street) have to be done "later"? Probably yes, since the water supplier wants to make money.
2. Provided you bought your land from this person, I think it was done on a good basis? Then I would almost assume that you only bear the costs for the relocation/extension etc. from the left property onwards and that’s it. He has no expenses and it would be a good start for a good neighborhood.
3. According to the current plan, I would expect a pipe length of about 10m, PE coupling (the water supplier probably insists on welding) costs 25€, pipe maybe 30-40€. Without excavation etc.

Hand him 500€ and you will be/ stay friendly and nice to each other for a long time.

The water pipe in this case does not lie completely on your property, but first on the other property. Rights etc. must also be registered in the land register there. It all sounds unnecessarily complicated to me. When is the demolition supposed to take place? Guaranteed before you are actually ready to lay the water pipe to your place? Combination with electricity and other utilities?

Easements and construction obligations are already registered anyway for the pipes that lie in the same area (electricity and sewage). (see attached screenshot)
The demolition will take place immediately before the house construction. The plan is therefore initially to reclassify the pipe as construction water and then connect it finally to the house after completion.
Combination with other utilities is unfortunately not desired by the providers. (it is settled with flat rates) Accordingly, all providers will open the driveway separately and lay their pipes.
