One question for you; have any such "second houses" already arisen in the residential area that this BP covers? Or would you be the first?

First, find a suitable architect.

There are newer buildings where the plot of land is much smaller.

In addition, a small new residential area is being developed a few meters further down the street. The plots there are also smaller.

Or was this "new" residential area created in a similar location, i.e., through the development of the "backland" of existing parcels and their subdivision?

If these happen to be (several) individual building projects in the same situation, there is the nice magic word "discretionary binding."

Presumably, a new development plan has been established here.

The only chance I see is that the development plan is repealed. For this, a conversation with the planning office should be sought. Perhaps there are already unofficial considerations there that the building permit authority does not yet know about. A tiny hint of this could be if the new development plan I suspect overrides "yours".
