Then the municipality will probably only be interested in "subsequent densification" of the "old" building plots when those in the new residential area are almost sold out.

Presumably, a new development plan has been established here.

The only chance I see is that the development plan is repealed. For this, a conversation with the planning office should be sought. Perhaps there are already unofficial considerations there that the building permit authority does not yet know about. A tiny hint of this could be if the new development plan I suspect overrides "yours".
